The Khorgos International Centre of Boundary Cooperation JSC is a public company established under the Agreements between the Government of the Republic of Kazakhstan and Government of the People's Republic of China for the purpose of creation of the Khorgos International Center for Transfrontier Cooperation at the Kazakhstan and China border in the Panfilov district of Almaty region.

Creating ICBC Khorgos "is one of the biggest joint projects implemented on the initiative head of Kazakhstan and China. The project can simplify trade with China, but mainly it is aimed at the development of transit potential of both countries, conducive practical realization of the project of transcontinental corridor Western Europe - Western China. President of JSC "ICBC" Horgos Gabdulhakim ZHASHIBEKOV stressed that the main principle put in creation of the center - it's free moving within its borders, the citizens of Kazakhstan and China. The same law will benefit the citizens of third countries who officially being in the host country for business meetings, familiarization with the industrial products produced in Kazakhstan, in China and CIS countries, free trade, the conclusion of commercial transactions and leisure."In the territory will operate a special legal regime for conducting Boundary trade and business cooperation with China and other countries. On the basis of the valid documents, coordinated and recognized by the competent authorities of States Parties, the duration of a visa-free stay in the ICBC, "Horgos” make 30 days," - Mr. Zhashibekov informed at a press briefing.
The total area of the center occupies 528 hectares and consists of two parts. Kazakhstani 185 hectares connects with Chinese 343 hectares dedicated transport-pedestrian crossing. The project cost is T382, 9 billion, of which T73, 7 billion allocated from the republican budget. Private investment accounted for T309, 2 billion on T1 investments from the state budget is planned to attract T4, 19 private investment, "- Mr. Zhashibekov said. Almost all of the budget (T65, 8 billion) will be spent on design and construction of infrastructure objects of ICBC. At this time 46% received of the total cost of investment. Since the beginning of the project ICBC "Horgos signed 398 contracts totaling T25, 3 billion for 292 of them have already completed construction and installation work and made full settlement. According to Technical Economic Foundation, commissioning of the first phase of the center Khorgos "is planned for 2012. In full force center will be operate in 2018. The total cost of investment projects for feasibility study is T309, 154 billion. The amount of investments at the moment is T309 million, directed to prepare project documentation.
Creating a special economic zone "Boundary trade- economic zone" Khorgos - Eastern Gate "is planned by the state as the further development as International Boundary Cooperation center Khorgos" is a basic element of the boundary trade - economic zone. The project’s aim is to develop and support the priority sectors of the economy, accelerated development of regions and social issues, improving business efficiency, investment promotion, technology and the creation of highly efficient and competitive industries. As part of the "PTEZ Khorgos - Eastern Gate", in addition to ICBC "Horgos” planned to develop three main areas - industrial production and residential zone and also transport logistical center.
