The Khorgos International Centre of Boundary Cooperation JSC is a public company established under the Agreements between the Government of the Republic of Kazakhstan and Government of the People's Republic of China for the purpose of creation of the Khorgos International Center for Transfrontier Cooperation at the Kazakhstan and China border in the Panfilov district of Almaty region.
The mission of the Khorgos ICBC JSC consists in establishment, development and maintenance of the infrastructure of the Kazakhstani part of the Khorgos ICTC, involvement of potential investors in performance of the activities, specified in the Agreement, in the Kazakhstani territory.
The main goals of the activity of the Khorgos ICBC JSC are as follows:
- Implementation of the industrial and innovation policy of the state;
- Mobilization of the region economy by attracting the investment capital and development of the investment climate;
- Increase in the tax proceeds to the budget;
- Introduction of the system of the international standards for foreign trade operations;
- Development of the logistics and terminal services of import, export and transit freight flows;
- Development of the international tourism on the Silk Way, including improvement of the tourism, transport and
- telecommunication infrastructure;
- Ensuring of employment of local personnel and their professional development;
Key activities of the Khorgos ICBC JSC are as follows:
- Establishment, development and maintenance of the infrastructure of the Kazakhstani part of the Khorgos International Centre of Boundary Cooperation (the Center);
- Interaction with public authorities and economic entities performing activities in the Kazakhstani part of the Center in order to achieve the goals of its establishment;
- Participation in elaboration and implementation of the current and long-term programs of the Center development;
- Involvement of potential investors in performance of the activities in the territory of the Kazakhstani territory of the Center which are specified in the Agreement for Regulation of Activities of the Khorgos International Centre of Boundary Cooperation (hereinafter referred to as the "Agreement") between the Government of the Republic of Kazakhstan and Government of the People's Republic of China;
- Performance of the economic activities specified in the Agreement and approved by the competent authority for regulation of the Kazakhstani part of the Center.
Types of activities performed by the Khorgos ICBC JSC are as follows:
- Arrangement of design, survey and construction works, composition of the Center infrastructure and facilities;
- Provision of housing and utilities services;
- Sublease of land plots in the Center territory subject to the procedure stipulated by the laws;
- Industrial, housing and other types of construction;
- Participation in development and implementation of the public policy in the sphere of production and promotion of export-oriented products to foreign markets;
- Participation in elaboration and implementation of programs of scientific, technical, industrial and technological development of the Republic of Kazakhstan including establishment, expansion, reconstruction and technical upgrading of production facilities;
- Participation in extension of bilateral trade and economic relations, scientific and technological cooperation of the
- Republic of Kazakhstan and People's Republic of China;
- Development of the trade, logistics and tourism;
- Participation in development and implementation of investment projects;
- Performance of research and development works, provision of consulting, marketing and other services.
